TODAY’S UPDATE (4/30): Governor Announces May 20th Date for Phase 1 of Reopening the Economy/ 8th Day in a Row with Net Decline in Hospitalizations/ Take My Reopening Survey/ DOL Begins Process for Self-Employed Unemployment Claims/ Nursing Home & Assisted Living Facility Data Released/ New Executive Order
Since yesterday’s update, an additional 933 positive COVID-19 cases have been reported in Connecticut, bringing the statewide total to 27,700, including a total of 46 confirmed cases in East Windsor (+5 since yesterday with now 23 cases at the Fresh River Nursing Home) and 34 confirmed cases in Ellington (+ 2 since yesterday with 6 confirmed and 2 probable cases at the Ivy Assisted Living Facility). The total COVID-19 associated fatalities of residents reported in East Windsor and Ellington did not change (still at 4 residents in each town) according to today’s state data.
To date, a total of 97,133 tests have been performed in Connecticut (+2,315 since yesterday). This data set includes persons who were tested multiple times or multiple specimens tested from the same person.
Approximately 1,650 patients are currently hospitalized (net -41 since yesterday). This is the 8th straight day of net declines in hospitalizations statewide. The total statewide number of COVID-19 associated fatalities is now 2,257 (+89 since yesterday). The Governor’s Office notes that the day-to-day changes are preliminary and reflect newly reported cases, deaths, and tests that occurred over the last several days to week.

GOVERNOR ANNOUNCES PHASE 1 OF REOPENING ECONOMY COULD BEGIN ON MAY 20th
This afternoon, Governor Lamont announced, should COVID-19 numbers continue to decline, certain businesses will begin to be allowed to re-open at a limited capacity on May 20th.
Here is the list of proposed industries for reopening on May 20th:
• RESTAURANTS (outdoor only – no bar areas)
• REMAINING RETAIL
• OFFICES (continue to work from home where possible)
• PERSONAL SERVICES – HAIR & NAIL ONLY BY APPOINTMENT
• MUSEUMS & ZOOS (outdoor only)
• CAMPING & ADDITIONAL OUTDOOR ACTIVITIES
• UNIVERSITY RESEARCH PROGRAMS
The Governor reiterated that this reopening phase would only begin if certain safety and public health metrics are met. Full details have yet to be released, but I will share the specifics as soon they are available.

DOL BEGINS PROCESS OF PROCESSING SELF-EMPLOYED UNEMPLOYMENT CLAIMS
Today, the CT Department of Labor announced that they will begin the process of applying for the federal Pandemic Unemployment Assistance (PUA) program which will provide unemployment benefits for eligible self-employed applicants. Please see attached the release from CTDOL.

GOVERNOR SIGNS EXECUTIVE ORDER No. 7GG
This new executive order makes a number of changed to the state’s procurement processes to expedite the state’s ability to procure goods and equipment for the emergency response, among other changes.
