As of today, 1,764 Connecticut residents have died of COVID-19, 125 more than yesterday and 220 more since Wednesday<br \/>\n<img decoding=\"async\" src=\"https:\/\/mcusercontent.com\/d71bd19fdbe20f487488c3f4b\/images\/d757e12c-8357-48c3-929b-8965abc563ac.png\" width=\"300\" height=\"150\" \/><img decoding=\"async\" src=\"https:\/\/mcusercontent.com\/d71bd19fdbe20f487488c3f4b\/images\/c0e8b031-6064-4a29-84c6-677f212cfce0.png\" width=\"300\" height=\"150\" \/><br \/>\nFor a town-by-town breakdown and other COVID-19 statistics, please visit:\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=7e32ab6daf&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/portal.ct.gov\/Coronavirus<\/a><\/p>\n<p><strong>More Than $230 Million In Benefits Issued By CT Department of Labor<\/strong><br \/>\nThe Connecticut Department of Labor announced it has provided $83 million in benefits this past week and has processed 327,000 of a total 402,000 applications received since March 13, when the COVID-19 pandemic began to impact business closures. In total, the DOL has issued $230 million in unemployment benefits since the start of the pandemic.<\/p>\n<p>Much of the turnaround comes as the DOL upgraded some of its processes, with new automation programming allowing for the processing of more than 100,000 applications at an increased speed. This comes as the agency continued to receive thousands of applications per day in addition to more applications received in the last month than in two years. The agency is on target to reduce claim application time from six weeks to one week by April 27, with goals including further automation for more complex claims.<\/p>\n<p>The Department of Labor continues to complete programming, including developing new systems to accommodate the three federal stimulus programs for unemployment insurance, including Federal Pandemic Unemployment Compensation to provide an additional $600 per week to weekly benefit payments, and Pandemic Unemployment Assistance, which provides benefits for self-employed individuals. Both of those programs are expected to begin in coming weeks. The Pandemic Emergency Unemployment Compensation, meanwhile, a 13-week federal extension in addition to 26 weeks of state benefits, will be available in mid-May.<\/p>\n<p>The Department of Labor advises those who recently filed applications to look for emails from the Labor Department that will advise of next steps for filing weekly claims and to select direct deposit for receiving benefits to quicken the process of receiving payments.<\/p>\n<p><strong>Employment Opportunities<\/strong><br \/>\nWhile there have been a staggering number of layoffs, furloughs and job losses in recent weeks, the Hartford Courant\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=14f2e7b538&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">has compiled a list of job opportunities<\/a>\u00a0in our state. They include:<\/p>\n<ul>\n<li>Ace Hardware seeks to hire 30,000 employees nationwide, including at its 20 Connecticut locations<\/li>\n<li>Amazon, having already hired 100,000 new employees, recently announced an effort to hire another 75,000. In the greater Hartford region, it is hiring drivers and warehouse associates.<\/li>\n<li>CVS has already hired 380 people in Connecticut, part of a nationwide effort to hire 50,000.<\/li>\n<li>Walgreens is hiring in the Greater Hartford area with positions including store associates and pharmacists.<\/li>\n<li>Lowes lists more than 100 jobs in Connecticut on its website.<\/li>\n<\/ul>\n<p>Other key companies hiring include DoorDash, which is focused on hiring those in the restaurant industry who lost their jobs due to COVID-19 related circumstances; Instacart, which provides home grocery deliveries; FedEx, UPS and the United States Postal Service; online educations seeking tutors; food, grocery and convenience stores; and banks. Links to job openings are available at the Courant link.<\/p>\n<p><strong>New Medical Provisions<\/strong><br \/>\nIn an effort to improve medical responses, a new executive order signed by Governor Ned Lamont has made health care more accessible in the following ways:<\/p>\n<ul>\n<li>Licensed dentists, behavioral analysts, genetic counselors, music and art therapists, and veterinarians can now provide telehealth to clients.<\/li>\n<li>Medicaid-enrolled providers and in-network providers for commercial insured health insurance have increased flexibility to perform telehealth.<\/li>\n<li>For a sixty-day period, licensing requirements for occupational therapists, addiction counselors, radiographers, dentists, behavioral analysts and other positions have been suspended.<\/li>\n<li>If a hospital administrator documents their ability to perform, a person can now participate in intern or resident physician candidate programs prior to issuance of a permit, and can participate in resident physician assistant programs prior under the same circumstances.<\/li>\n<\/ul>\n<p>More important steps that will ease limits and expand available health care workers are available in the\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=2ddbb28acc&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">full executive order<\/a>.<\/p>\n<p><strong>Connecticut May Join Regional Contract Tracing Effort<\/strong><br \/>\nGovernor Lamont announced it has initiated discussions with New York Governor Andrew Cuomo and New Jersey Governor Phil Murphy to develop a regional contract tracing strategy. The three states in the tristate area have an opportunity to combine forces and approach contact tracing in a way benefitting them all, especially commuters in and out of New York City. Contact tracing is an important tool to fight COVID-19 \u2013 it sees workers interview individuals infected with COVID-19, working backwards to inform people who may have been exposed to the disease to take precautions and avoid further spreading the disease.<\/p>\n<p><strong>More than 30,000 Use \u201cHow We Feel\u201d<br \/>\n<img decoding=\"async\" src=\"https:\/\/mcusercontent.com\/d71bd19fdbe20f487488c3f4b\/images\/1a6b7093-ce3b-4001-9a1a-035260a3ef55.jpg\" width=\"600\" height=\"333\" \/><\/strong><br \/>\nMore than 30,000 Connecticut residents have used the How We Feel app, which anonymously provides scientists with critical health information from users. The app, which requires no signups, sees users self-report their health, any potential symptoms they may be feeling, whether they believe they previously got COVID-19 but were not tested, whether they have been exposed to someone with COVID-19 infection, whether someone in their household has symptoms, and whether they left their home in the past day. This information is shared with researchers who can better spot emerging outbreaks, identify at-risk populations and measure how effective measures like social distancing are. Additionally, for every user, the app donates one meal to Feeding America \u2013 more than 380,000 meals have been provided so far. It is available on the\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=d6410cd193&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">Apple App Store<\/a>, the\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=dcbed13b42&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">Google Play Store<\/a>\u00a0and online at\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=a91f984de6&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">howwefeel.app<\/a>.<\/p>\n<p><strong>Mental Health Services Grant<\/strong><br \/>\nThe state of Connecticut has received a $2 million grant from the federal government to address behavioral health care needs of heavily impacted populations in the state. This grant, awarded to the Connecticut Department of Mental Health and Addiction Services by the federal Substance Abuse and Mental Health Services Administration, will support service needs for people with severe mental illness, substance use disorders, co-occurring disorders, youth with severe emotional disturbances, people with less severe mental health conditions, and health care practitioners.<\/p>\n<p>The grant funding will help launch the Connecticut COVID-19 Behavioral Health Response and Assistance, or COBHRA, initiative, which will be a collaboration between DMHAS, the Department of Corrections and the Department of Children and Families. It will go toward purchasing telehealth equipment, enhancing mobile crisis teams, staffing a statewide call center for adult crisis calls at United Way 2-1-1 and expanding DCF Family Based Recovery services. It will also increase services for victims of intimate partner violence and support health care practitioners\u2019 behavioral health needs.<\/p>\n<p><strong>Public Utilities Regulatory Authority Webinars<\/strong><br \/>\nThe state\u2019s Public Utilities Regulatory Authority will hold two webinars on Tuesday, May 5 to give Connecticut electric, gas and water utility customers an opportunity to hear from state regulated public utility companies on measures taken in response to the current COVID-19 public health crisis. These webinars, tailored specifically to residential and business customers, will allow the public to hear the latest updates that could impact their future bills. The manufacturer of Lysol and Dettol disinfectant agents said this week that \u201cunder no circumstance should our disinfectant products be administered into the human body through injection, ingestion or any other route.\u201d Disinfectant products can have a poisonous effect if consumed, posing an additional risk to individuals concerned about COVID-19. They are as follows:<\/p>\n<ul>\n<li>Each employee is required to wear a mask or cloth covering over their mouth and nose in the workplace except for eating or drinking during a break. Employers will issue masks or face coverings; if they cannot, they must provide materials and tutorials to employees about how to create cloth face coverings or compensate them for the costs of developing such materials.<\/li>\n<li>In workplace settings where employees work alone in separated spaces, such as private offices, they may remove their masks. However, they still must wear masks from the entrance of the building to their arrival at their workstation, and must wear masks when they leave their workstation and move around common areas. Employees working in open settings should wear face coverings at all times except when on break; employees working outside are not required to wear masks if they do not regularly come within six feet of other employees.<\/li>\n<\/ul>\n<p>Additionally, the DECD has issued additional language regarding confirmed COVID-19 infections. Employers must inform fellow employees of possible exposure to COVID-19 while retaining confidentiality. Employees should then self-monitor for symptoms. The company should ventilate, clean and disinfect all impacted spaces, especially common rooms and shared equipment.<\/p>\n<p>The full rules are available on the\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=efe976e87a&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">Connecticut Business and Industry Association website<\/a>.<\/p>\n<p><strong>New Rules For Nursing Homes<\/strong><br \/>\nUnder the Governor\u2019s\u00a0<a title=\"This external link will open in a new window\" href=\"https:\/\/senatedems.us7.list-manage.com\/track\/click?u=d71bd19fdbe20f487488c3f4b&amp;id=bba2af671c&amp;e=074f40bf5e\" target=\"_blank\" rel=\"noopener noreferrer\">latest executive order<\/a>, nursing homes and other communities will be required to do the following:<\/p>\n<ul>\n<li>All managed residential communities, including nursing homes and assisted living facilities, must provide daily status reports to the state using the Connecticut Hospital and Long-Term Care Mutual Aid Plan.<\/li>\n<li>Any nursing homes that do not comply will face penalties of up to $5,000 per violation.<\/li>\n<li>The Department of Social Services Commissioner can temporarily waive, suspend or modify any prior authorization and other utilization review requirements.<\/li>\n<li>The DSS Commissioner can waive, suspend or modify requirements to reserve beds for residents on home leave or hospitalization to better serve patients if needed.<\/li>\n<li>Providers of medical equipment, devices and supplies can have their need to obtain a signed delivery receipt from a Medicaid member waived by the Commissioner.<\/li>\n<\/ul>\n<p><strong>New Program Coordinating Housing Solutions For Individuals Re-Entering Society<\/strong><br \/>\nThe Connecticut Office of Policy Management is partnering with the Department of Housing, the Connecticut Coalition to End Homelessness, United Way 2-1-1, the Department of Corrections and housing and homeless service providers across the state to coordinate housing solutions for individuals re-entering the community from incarceration. This program will be used to assist re-entry efforts, providing direct help to individuals who would otherwise be discharging to homelessness. The program will cover moving expenses, security deposits and rental assistance to fight homelessness.
